ODI Contributes to the Elements Guide, an international project aimed to enhance Legal Clarity for Renewable Energy Projects

We are proud to announce ODI’s contribution to the Elements Guide, a freely accessible online platform that offers valuable insights into the legal and regulatory frameworks governing renewable energy development across a wide range of jurisdictions – with a particular emphasis on geothermal resources.

This new and improved version of the platform reflects the collective effort of leading law firms across the globe, all of whom provided their expertise on a pro bono basis. We are honored to have been invited to take part in this important initiative and to contribute the Slovenian chapter, detailing the current legal and regulatory landscape applicable to geothermal energy projects in our jurisdiction.

Why the Elements Guide Matters

As the world transitions toward a more sustainable and low-carbon future, renewable energy is at the center of national and international policy agendas. However, the development of geothermal and other renewable energy sources often encounters a persistent obstacle: unclear or incomplete legal frameworks.

In many jurisdictions, geothermal energy laws are fragmented, outdated, or non-existent, creating uncertainty for project developers, public authorities, investors, and landowners. This lack of legal clarity can delay projects, increase costs, and pose serious challenges to implementation.

The Elements Guide directly addresses this issue by enhancing transparency, accessibility, and awareness. It brings together up-to-date legal information and practical guidance for navigating the regulatory environment governing geothermal projects—consolidated into a single, user-friendly platform.

Our Role: A Deep Dive into Slovenia’s Legal Framework

ODI’s team consisting of Partners Branko Ilić and Tine Mišic and associate Samo Miklič was responsible for compiling and analyzing the Slovenian geothermal energy framework, outlining key legislative instruments, licensing procedures, land use requirements, and environmental considerations. Our goal was to help readers understand not only what the law says, but also how it operates in practice.

We believe this initiative is a valuable resource for:

  • Project developers assessing legal risks and opportunities
  • Public authorities seeking best practices and comparative models
  • Policymakers looking to reform and align their regulatory frameworks
  • Investors, academics, and legal professionals working across energy sectors

A Collaborative, Pro Bono Effort

This project, coordinated by BBA//Fjeldco, stands out not just for the quality of its content but for the collaborative and altruistic spirit in which it was built. All contributions were made on a pro bono basis—a testament to the participating firms' commitment to promoting the responsible and sustainable development of renewable energy globally.

We thank BBA//Fjeldco for their initiative, coordination, and the opportunity to be part of this project. We look forward to continued collaboration as the platform evolves to include additional countries and jurisdictions.

What’s Next?

Work is already underway to expand the Elements Guide even further, bringing more countries into the fold and continuously updating the content as laws evolve. We at ODI remain committed to supporting this effort and helping ensure that renewable energy development is grounded in legal certainty and good governance.
