We are pleased to announce that ODI’s attorneys Klemen Eržen and Samo Lončar co-authored an article in the latest issue of Pravna praksa, Slovenia’s leading legal journal. The article explores the systemic consequences of municipalities failing to adopt detailed municipal spatial plans (OPPNs), especially in areas where such plans are required by law and the land is already formally designated for construction.
Their contribution emphasizes how this practice prevents construction on plots that are otherwise zoned for building, significantly reduces land value, and leaves owners without effective legal remedies or compensation. This legal deadlock not only affects individual property rights but also has broader implications for housing accessibility and spatial development across the country.
